All hydration recipe

Can someone please help me to figure what exactly is going on in this video?

the actual part that I'm talking about starts at min and 30sec, everytging before that is material taken from a different recipe.
in the video, it looks like the woman makes a starter, but she uses all of the water that her recipe calls for, and only enough flour to hold everything together, making it very wet.
I've tried contacting her to get the correct recipe from her but no luck. Plait bread or Guyana bread is a well known staple in west indian breakfast foods. It's almost like a Challah, except there are no eggs, and the outside is super soft.
I would really appreciate if someone could help walk me through this video,
