Serveware Insulated Proofing Cabinet

I got a new heater/proofer cabinet. I preheat to 95% degree and turn humidity on max for about 30 minutes then insert yeast dough tray into the proofer. But i don't if i use this equipment incorrectly or the humidity doesnt work correctly because the dough is dry and unable to rise.
