I think a more appropriate question would be "Is it legal to sell online?" If by amateur bakers you mean those who bake at home and not in a shop, then the short answer is you can't sell online unless your state's Food cottage law allows it. Some states allow baking from home, others don't, and even then it varies by city and county and you can't sell across state lines or do wholesale. An example is where I live (Florida): I can bake from home and only sell either from home or at Farmer's markets (no flea markets). I also cannot bake anything that needs to be refrigerated, sell online (third-party) or do wholesale. But even then, some counties in Florida prohibit it all together. So your market is not really home-bakers.
