How to make "puréed lemon ? zest"❓❓❓

which is called for in a hot cross bun recipe.

Basically, it's an expensive ingredient that's made up of lemon zest and sugar in a 1:1 ratio. It makes the recipe even more sugary.

The zest itself is not pureed, Yippee, it is shaved off the lemon with the zester tool, mixed with sugar (50g sugar for each 50g of zest plus a drop of lemon flavor essence) and sold frozen. 

Each 36g of pureed zest has 18 g added sugar. I.e. sugar to zest is 1:1. 

They give their recipe in the description: 

 Lemon Zest is finely minced using only the outer peel of the lemon - no bitter pith - mixed with 50 Percent sugar.

Ingredients: CHOPPED LEMON PEELS, CANE SUGAR, NATURAL LEMON FLAVOR

Well there is a picture of how it looks inside the jar and it is looking sort of 'pureed', either in the food processor, along with sugar or in mortar with pestle.

It seems to be easier to make than candied fruits.  I think I can make it myself instead of buying it.
