Outside of ordering online (and I really don't want to do that) any ideas on purchasing retail now hard to get high gluten flour in the Washington, D.C.-Virginia-Maryland area?

I can't testify to your local Whole Foods Markets, but mine carries Guisto's high gluten flour in bulk.
If you get it, be carefull. If you make bagels with this stuff and boil them for more than the minimum, you will have great teething rings!

In your area only, contact and ask her for a distributor near you. You can probably buy from the distributor, or the distributor will point you toward its customers, if you truly do want to buy retail.
OR
Contact any milling company whose flour you are interested in and ask if it has distributors in your area. For instance, Wheat Montana, ConAgra, Bay State, to name a few. They all have websites.

That Was Quick
I didn't expect such a fast response. I was going to check out the Takoma Park Co Op (I actually live in the place) and see what they had. We do have a Whole Foods in nearby Silver Spring, so I can check that, too.
Thanks for the tip on the bagels, that is what I want to do. David and Susan, I really appreciate the tips.

Update on Gluten Flour
I checked out my local health food store in Takoma Park for high gluten flour but they did not carry any.
The web site for Whole Foods says they carry a "gluten flour" which they define as, "white flour mixed with concentrated wheat protein."
They say there is 12 grams of protein for one-quarter cup. Just making a quick calculation of the weight of a quarter cup of all-purpose flour (31.25 g) would this make the flour have 38.4 percent protein? (12/31.25). That's pretty high isn't it? Or is my math way off?

Bob's Red Mill
Neal, our local grocery store stocks Bob's Red Mill vital wheat gluten flour. I have a bag here (it's pricey) and it is rated at 23g protein.
That flour is available in stores near you. Just visit The Bob's Red Mill site's store finder.

Hi-Gluten Flour
Neal, I do not believe you want Whole Foods' Gluten Flour. It is an additive. I checked the Whole Foods website and did not see any Bread or Hi-Gluten Flour listed. However, you should check your local store. If you don't want to buy a 50-lb bag from a distributor, or even call a distributor to find out who their customers are in your area, then I suggest you go to a pizza shop that makes its own crusts and ask if you can buy some of their hi-gluten flour.
BTW, I generally use GM's All Trumps, which is a hi-gluten flour. It has 14.2% protein. I suspect the TPSS Co-Op would have it, or would order you a bag if you asked. Did you check them out?

From the Whole Foods site: Gluten flour is white flour mixed with concentrated wheat protein. Add to bread dough to increase leavening: 2 TB per cup of flour in whole grain bread; 1 TB plus 1 tsp per cup of flour in white breads. Also add to breads with extra bran, raisins or nuts. Increase kneading time to activate extra gluten.
I have a suggestion for your next career:
Dr. David's Toothsome Teether. Teeny-tiny bagels. I've got a teething niece, so let me know when you start production and I'll place an order.

Costco
Some Costco stores are carrying Organic Red Winter White Whole Wheat Flour from Central Milling Co., Logan, Utah. It's an excellent flour and is comes in two, twenty pound bags.
Central Milling is now owned by a consortium made up of Wheatland seed, Giusto's Vitagrain and Bay Bread. The acquisition brought the business of organic milling to Central Milling. Hope your store carries it because the best part is the price...,

High Gluten Flour
Thanks for the tip on Costco, there is one not far from us and we have been members for some time. We did buy a big 20-pound sack of flour (all purpose) not that long ago, so when we go back, I'll check to see what they have. BTW, what is "white" whole wheat flour? A lighter whole wheat flour?
Also in this area is the Whole foods store, so I'll check that out as well. I do remember the warning from Dave :-)
