Like to keep the price to around $400.

At most, it'll get used once a week.

Quiet is good if possible.

Grain only, no corn.

One that won't burn the berries.

Durability, like my 12yo Bosch C7 (despite the fact they discontinued).

Seems like the popular choices are Komo, NutriMill, and Mockmill.

I've been very happy with my Mockmill 200.  It seems like a nice 'middle of the road' choice and they have an excellent reputation as far as longevity.  I've only had mine for a couple of years now though.

As far as quiet, I think none of them can claim that, unless you are hand grinding ;-), but I think some are worse than others.  The flour does get a little warm, but freezing the wheat berries prior to grinding helps mitigate that.  

It does a really nice job of milling to various textures, from coarse to very fine.  I've been really happy with mine so far and glad I made the purchase.  It is a bit heavy, but I don't like too much clutter on my counters, so I keep it in a lower cabinet and haul it out when I need to make flour.

I got a KomoMio which I love dearly. 12 year warranty and it's so easy and reliable. I know you said no corn but it can do corn as well. Several grains too. And if you want to mill fragrant stuff they sell a second silicone lines mill system to swap out.
