Why is my dough so sticky?

I'm trying to make hamburger buns but I wanted to make my own thing than copy a recipe so i have been experimenting with the ingredients. Right now I'm at:

250g flour

23g milk powder

152ml water

5g yeast

20g sugar

15ml oil

 

for 4 110g hamburger buns

Last time I made it it turned out pretty well but the dough is incredibly sticky and I didn't want to lower the hydration percent because it's already pretty low (60%) . I thought it might be the sugar making it sticky but i already lowered the amount ( I was using 25g).

Too much liquid. Sorry to state the obvious, but 50% hydration is plenty in my opinion. Remember you are using oil also.

How warm is the water you are using? Cold water makes sticky dough as the gluten seeps. Go for 'blood warm'.
