In starting your bread process for mixing, I've heard that is better to add water first and then the flour. Is there any truth to this, or does it matter? Also, should I use the mixing attachment for this process or the dough hook throughout?

Liquids first for a planetary mixer and flour first for some spiral mixers (like the ankarsrum)
