I suggest you search for a bread formula with potatoes in it -- either real mashed potatoes, instant potato flakes or potato flour. There are ton of them out there, on TFL and other sites. Adding potatoes ensures a tender crumb, as does butter in the formula, so look for that as well. Then make sure you use high-gluten (bread) flour. That increases chewiness. Then underbake them a little bit.
