Hello.
Does anybody know if the organic certification in general(both the European and the UK ones) allows organic flour companies to add factory/chemical refined gluten(especially to bread flours) or if that problem regards only non organic flours?

it has to be organic ...
An organic flour mill can add organic vital wheat gluten to organic flour - or any dough conditioner that is certified organic - and still market their product as organic ... the product should appear on their organic certification.
