Element ignited

The element in my 15-year-old GE Profile electric range ignited this morning while I was preheating the oven for baguettes.  It's not the first time.  It lit up into a fine white welding-torch flame at one of the bends in the metal.  I hit the circuit breaker and let the thing extinguish itself.

Need suggestions for new oven

Boo hoo! My oven broke and I need a new one. The old one was constantly shutting itself off mid-bake. I don't have the luxury to choose any oven I want because I rent from my mother-in-law and she will be paying for it. It must be electric, range-top and not too expensive. Any suggestions? Thank you for your help.
